RALEIGH, N.C. (AP) - A North Carolina state senator has apologized for comments about Gov. Pat McCrory, his wife, and others made while speaking with constituents about legislation to regulate dog breeding.

Republican Sen. Bill Rabon of Brunswick County said Tuesday he reached out to the governor, first lady Ann McCrory and House leaders. He called his words inappropriate and offensive. The conversation was recorded and disclosed to media outlets this week.

Rabon was quoted using coarse language while criticizing the House for passing a bill last spring that set minimum treatment standards for dogs that are used for breeding and their offspring sold as pets. He also took issue with the governor and first lady lobbying for the measure.

Rabon says he spoke out of frustration in the heat of the moment.
