Greensboro, NC -- David Wray stepped down because he says he lost the trust of city leaders. In his resignation letter Wray says: "Certain events during the last several months have created controversy. The reason is that the city manager and some others have lost trust in my ability to lead." The resignation comes during an investigation of an elite police unit. Last year Lt. James Hinson claimed he found a tracking device on his patrol car. He said the unit used it to follow him for no good reason. The city's investigation of those allegations led to Wray being locked out of his office Friday. The police union cheered his resignation. It said the chief ignored officers concerns about a rotating shift schedule that hurt morale. In his statement Wray says he did his best to deal with internal issues. He said his resignation is best for the department
